Beholder 3 is set in The Greatest Union, a totalitarian regime where every aspect of life is tightly controlled through oppressive laws, constant surveillance, and ruthless intimidation. Players assume the role of Frank Schwarz, a former Ministry official who lost his position under suspicious circumstances. To avoid imprisonment, Frank strikes a dangerous bargain with a high-ranking security officer, becoming an undercover government spy disguised as a landlord. As he navigates this precarious existence, Frank must infiltrate tenants’ apartments to search for contraband and eliminate targets on behalf of his superiors, all while maintaining his cover by managing everyday landlord responsibilities. Beyond the apartment building, political intrigue unfolds within the Ministry itself, where various factions compete for dominance. Players can manipulate these power struggles to climb the ranks and regain—or surpass—the life Frank once had. Missions involve promoting the regime’s ideology through propaganda, tampering with flags, and installing surveillance equipment to monitor both tenants and colleagues. Balancing these covert operations with mundane tasks like paying bills and tenant relations adds depth to the gameplay, offering a tense blend of strategy, stealth, and moral decision-making.
